first off, that slab of meat has hanged for at least a day, likely three. There's no blood left in it to drip at all, but you do get meat juices that is fairly easy to mistake for blood if you don't know what you're looking for

eating raw beef is fine, eating raw pork carries some risk, don't eat raw poultry. even month-old dry-aged beef can be tasted (doesn't taste good) while raw, as long as it's aged *properly* and hasn't gone bad. Don't eat meat that has gone bad unless it's only slightly bad and you're poor and you cook it thoroughly
