The argument against it would be that it might get used to suppress political opposition if the government can identify protesters.

But there have to be a lot of other things wrong in your country if it gets to that point.

That sounds like a good way to handle the mask stuff, banning masks altogether is sketchy, but making charges more intense when using one sounds like a good compromise

Well... the masking is to prevent being identified, so making the punishment for crimes committed while being masked harsher is kinda... not a factor....
