I think governments have gotten better at tracking TOR, but you have to be damn high profile and give them a lot of traffic numbers for them to manage to match input-output numbers. It's almost impossible.

afaik they essentially have to already have full surveillance of the traffic you're sending to the TOR network, and then try to match the communication times and sizes to what end-nodes are accessing at different times
