As someone who was involved in the information gathering backend of an impromptu rescue and supply distribution structure, There were several times in which the archaic bureaucracy of the Red Cross actually HINDERED operations

Like, we actually had some restaurants in the area that had power throughout the entire storm. Once the state of the area switched to getting people out to shelters, these restaurants were trying to bring hot meals to them as they waited for transport out of the area
