regulation and centralized control should be exercised in matters that are too cumbersome or pervasive for local control. I think a currency system and possibly the internet fit under these circumstances

I don't think that "the internet" can be maintained from a centralized source. The physical layer, sure, but not much beyond that
it kinda falls under public maintenance for me, but I mean more like regulation of forums being constitutional rather than privatized
considering the internet is more and more a public space than a private one
you can totally privatize the shit out of making sure it stays up and running, just like how cities and states contract out to private companies for construction

You're going to need an excessively large government to be able to ensure that forums are following the constitution, to say nothing of jurisdiction

a lot of our internet usage is under the watchful eye of the big boys, right? google and facebook
make them liable for breaches of rights
they'll do it far more efficiently than a government could
They don't know the content of every site you've ever been on, especially if you aren't using their services
