especially with PGMs being what they are today, it's the opposite way to build. you are going to lose ships, so you have to organize to expect 10-20% losses, cheap and capable as you can get them, saturate to counter pgm threat, plus decoys
decoy situation works both ways of course, as we see with missile attack simulations
Personally, I think it's active measure. the KGB won the spy war, so they are degrading our capabilities through the acquisitons process. what the air force calls the Death Spiral
