I'm not an expert on the topic, but I think it was implemented as a way to help give southern states confidence that their voice would be "heard" - since population was naturally going to be higher in bigger cities and such versus farmland

I think it definitely nullifies the importance, to an extent - yes. And it creates these battleground states, which is totally bullshit stuff to deal with.

if there is zero chance of your state having a battle, the minority votes are basically lost
