as for. making pipe guns plenty of countries have gangs that use home made pipe guns.
hell you can make a full auto sten gun for 200$ in supplies I know cause I made one it took me five minutes to fid the stuff online, then I used a drill press a hand drill and a table saw..... it took me. less than 8 hours to make a functioning gun
also as for gun laws keep it state level
