If you are making policy its not the desert that should concern you, because that is probably not the place the policy will really be tested. its in the towns that are on or basically cross the border. Where the extremes of the law will be put to the test.

If you want to have a social safety net, which I think most people do, then you need to have some basic means of restricting that social safety net to members of the society that pays into it. If only citizens are paying for it but the entire planet can claim it, then the social safety net collapses and nobody gets any help.

I don't really want to argue the particulars of social safety nets. I'm just saying that most members of our society want something to that effect, and that controlling access to it is a prerequisite for the functioning of such a system.
