The king might have his own lands he can call troops from, but the bulk of the army would come from his vassals
The Emperor also could not raise troops from the Electorates (the countries that elected emperors)
So in a sense the kingdoms would vote and there were some countries that would collect the votes and elect the Emperor?
Different political subdivisions had different rights in the diet
A small handful had the right to elect the emperor
So aside the inside politics each kingdom had

But as far as running the empire, A LOT more were able to participate. The Diet could have 250 people in it. No fixed size.
It was run a bit more like China's National People's Congress. Not so much party lines and partisanship, but more like a big forum where people deliberated and negotiated stuff
