Mostly in the byzantine era the bishop of constantinople had jurisdriction over the other churches, but after the byzantine fall they got independent

jurisdiction*

So he filled basically the same role as our Bishop of Rome

It was a form of ecclesiastical entity and its parishes

So in every region the lower parishes were governed by a bishop

but every bishop/metropolitan etc are independent

no one has a say to them

So no they didn't fill the role of the bishop of rome

I believe it's the ecumenical council that settles it

Or it can result to a schism most likely. I haven't done a deep study on how they resolve this things so I'm not the best one to ask
