The CPU looks good
Look at the other window. There’s the blue and green lines.
The blue is going over 100% and I don’t know what it means. Says “maximum frequency”
It simply means of the total maximum of your processors normal speed.
The problem is SLD gets to not responding, this problem happened only today?

If I was in charge of purchasing, I would’ve bought a better, more expensive machine. Preferably one that isn’t a refurbished one.

Yeah, seems your GPU is kinda weak for the task it has so it contributes to a bottleneck most likely

Yes it is.
Seems most likely that you will need a better GPU, try to temper a little with the settings from the forum. (Keep the default you have now for back up) Otherwise if this happened from the very start it's because of the GPU mostly

Still doesn’t explain why the task manager was showing Windows Explorer as the prime user of all my CPU after the crash.
It certainly can, HDD sends files to ram and from ram goes to CPU (technically, cache). Graphis are loaded mostly in GPU via VRAM something that your card lacks (only 1 GB) so all the burden now goes to CPU if it can't load more, and basically somewhere in the lines a bottleneck occurs and slow down the system and if it's too heavy for the setup to run it it crashes @Andrules
If you check the average response time hits all time high in the photos and the program stop responding
Now, if this wasn't happening from the start(meaning from the time you got the pc) I would recommend a clean install on the program.

Yes, technically you have to get equal power on CPU/GPU otherwise it makes a bottleneck in most tasks
my thumb of rule always is the CPU needs to be at least half the money of GPU
