My father in law joined the PLA in like 1979...no rank structure and enlisted men didn't actually get paid back then, it was your duty so why should you get paid was the party's philosophy

Democracy is rule by the numbers. Majority wins. If the majority believes in segregation, genocide, repealing 2A etc, then that's what happens.
