One example: only 55 miles of wall are authorized and they cannot be concrete or permanent. Furthermore, it can only be built so long as the local municipalities (which are explicitly spelled out and very left-leaning) agree to it.
It's all pretty unbelievable. There's excerpts floating around twitter and it's all pretty explicit.
Also can't build wall on public or state lands (guaranteeing it gets stuck in court in eminent domain cases)
I will say, it's a pretty brilliant set of plays by whomever managed to sneak it in there.
Also gives a bunch of money (moreso than wall and security funding, in fact) to amnesty and refugee groups, while making it easier to get them amnesty status.
