I would say the vast majority of it is a bunch of lone wolf hacks and sometimes they share stuff
It's up to you how you use it. You could dick around and hack into celebrity electronics to try and dig stuff up. You could target finances and make money(kinda a bad idea a lot of hackers work for banks). You could just dox people.
But it isnt some organization you just join.
As for training materials, there were websites with compiled how to guides. The shit isnt hard to find and it thrives on group input.
