As far as state taxes go, I think the general system would be best if calculated by state. I've said before that the national percentage needed would be about 23%, but that may be different based on location. You're right in saying that it may incentivize high wealth people to move to areas where it'd benefit them best, and I don't exactly have an answer to it at the moment.
General, but also specifically to you. It's good to have actual discussion with someone at least (likely more) intelligent as I am but with vastly different conclusions

Still WIP, but it's mostly functional
The poverty level is calculable, and with a direct sales tax, the maximum possible taxation at the poverty level is also calculable. We have a couple options: we can either forgive the poverty rate amount of taxation, which is hard and doesn't benefit the people as much, or we can give a prebate of that base amount. (I'm on mobile so I'll be slow for a little)
The prebate is the better option, Imo, for a couple reasons. It provides growth, is easily calculable (compared to forgiveness) and provides the same effect as a tax cut on the poor.
With a flat tax on all markets it would remove the tax on the poor, but with untaxed secondary markets it also acts as a potential source of savings or further spending. Remember that with an untaxed secondary market, every dollar spent is used purely on market power. This, combined with reduced spending in general, means that it actively pushes buyers away from poverty (albeit only a little).
The biggest issue is that if it only applies to people under the poverty rate, then they'll be encouraged to stay there and not move up and out. My personal solution (though it's a hard sell) is to make that prebate universal, so even middle income families don't have to worry about losing income once they leave poverty. Does this benefit the rich, too? Yes, but not nearly as much, since their spending is naturally higher anyway. I'm also not looking to settle wealth inequality, but to help the poverty rate and deal with the required money to run the government.
