I would argue that the best way to define fascism is to use the historical intent and policy decisions involved in creating and sustaining the Italian fascist state

I didn't use the term to define itself, I would say that one should define a system by how it was implemented, giving some weight to intent obviously

Where's the line there? Did the USSR's cessation of expansion, or Yugoslavia's lack thereof disqualify them as socialist? Did Hitler's expansion make him socialist? Was Stalin a fascist for pursuing "National Communism"?
