I think he was also trying to help them get into the NATO realm, but that's such a political hot potato that Russia called up their medium range nukes on the threat that would happen.
It didn't help that we moved our nuclear arsenal from Turkey to Romania, but the prick in charge over there really left us no choice. We had to move them someplace or risk his country taking the bases over.
