I posit that every first world western country has the ability to train anyone to do any job.
There is no western country that, for example, lacks the ability to train machinists.
It's ridiculous to assert that first world countries lack the ability to train workers and therefore must seek workers from less developed nations. It's nonsense.

We just have companies that don't want to PAY for it, and they have regulatory capture.
Jobs like train conductors are in very very high demand
you cant train "anyone" people that are not intrested or somewhat disabled for the job cant do.

how does preventing a company from bring people local fix the problem of them just never offering the job local to begin with?
"well, we can't save money by importing people....guess we'll just pick up and move to them instead. its still cheaper"
have a law saying they must post the job localy for 30 days before searching abrod or something

Don't just make a new law forcing people to do this or that.
training can take years

you'd have to be like "the job has to be open for over 5 years before you can bring in a non-citzen"

Nobody has ever heard of apprenticeships and OJT?

apprenticeships have not be a major thing in the long time
a lot of entry level jobs these days...well at least 3 years ago, had a requirement for 5+ years in the industry

you used to be able to get "entry" level which was basically just a bachelor degree
then they would train you from there
basically the same as apprenticeship
