That's an announcement that there's work that needs to get done.
At the end of the day, those requirements may not be met
But they'll go with someone who's the closest candidate.

If it were both then yes I'd take credit for that, as it would be the middle.
"constructive" implies some progress will be made. If I'm right then we aren't capable of doing anything to help. I'm just putting it out there that this may be a battle not worth fighting.

I used to work for a laundry delivery company.

When we'd try to hire people, we would put our requirements forward.

I would've loved to deliver newspapers. No people to deal with. The silence of night. but then I discovered how long the routes are, and how 'okay' the pay is, and I divined that my car would die before I had the capital to replace said car to continue the work.
That was depressing.
Well, the candidates that would come up would INVARIABLY fall short.
And we weren't even asking for college degrees.
(We were asking for specific experience in cycling)
At the end of the day, one of the people we hired was actually a boxer. They dug the job because it was good exercise.
How specific though? Cycling isn't something a lot of people do outside of a hobby
At the end of the day, all we cared about was that the work was getting done.
Any time they're listing credentials on job listings, they're listing the 'ideal'. If you don't meet the requirements, and they don't want to hire you, fuck'em. But if you don't ask, the answer's no anyway. There really isn't any harm.
Which is why an oversaturated labor market is a problem for anyone not very specifically qualified.
