Large industrial facilities are very expensive and complicated to start or shut down.

And you would probably need some kind of power supply ironically to get all the systems up.

Most power plants are really no different than taking a pot, filling it with water, boiling it over a fireplace and then using the steam to turn a propellor.

I would try to get citizens to rebuild with Concrete and use lead base paint.
