you can't fix the school system because all its problems exist even when its left to home schooling.

@Dusty Morgan you can try, but it's not likely to succeed. A Big issue is that congressmen are limited in what they can actually do. This works well for them, they get to issue statements and get elected and then do nothing.

There's also a more cynical motivation

They could add a clause to the amendment, fixing this issue.

Teachers do get fired or reprimanded, but it's generally only in very red school districts and in limited cases.

If you fix all the issues you set out to solve, you don't have a platform
