Unlikely based on what they pulled from the OP, that would require people to know they are paying homage a 2004 ecchi action-comedy yuri OVA anime made by Gainax.
It is kind of like if a Chinese movie is ripping off parts of Ghostbusters Iconography (their Ghostbusting gear for example) but don't fight any ghost, & equating this to them trying to kick down barriers with Chinese government have put in place against depictions of ghost. You need to know what ghostbusters to know what they are pulling from, but if you don't then you won't think of it as anything notable or even impactfull.
At best this will encourage womens+LGBT rights people in the UAE who have seen Cutie Honey, but unless it is pushing womens+LGBT rights themes, even subtly, to the general populace, it will totally fly other their heads.

Generally Tim approaches issues differently to people like Sargon or Shapiro though, I've noticed, Tim seems to address issues more factually and at face value while a lot of other people I've watched laugh at a lot of issues instead of breaking them down. Which, like, I get, because come on, some things are ridiculous, but Tim's approach definitely has him as one of my favourites out there to talk about issues (at the risk of sounding like a kiss-arse)
Man I wrote that incredibly poorly, but there are random discussions that pop up here, even sometimes in the shitposting channels which are the nsfw ones

It's good to have these sorts of communities out there, too. I'm pretty young so a lot of my friends aren't really interested in the big issues, or if they are they argue from emotion and sentiment a lot rather than analysis
