In communism there's always some sort of central power mandating and controlling things, isn't that what a state is?

On paper, probably. But in practice communism usually ends up requiring that governing power because things just don't work out how they're supposed to if it's all up to the people and social norms.

There's also a lot more regulations in building a house, which increases the cost. Some of these regulations are for good reasons like building a good working house, and some are for less important reasons like aesthetics.

It's also the idea that working together we can accomplish more that what we could alone, I'd say that's another reason states form
