In order to live in a city you have to pay someone unless you own it all. There is zero difference in paying a toll vs a tax to use roads. Assuming both maintain them well.

You won't like life at the extremes. If you truly want self sufficiency then a productive farm far away from cities is your best bet. A homestead.
