The issue at hand is that if someone wanted to they could print a lower receiver

at least that's how I understand the situation. I would not want to be caught with a bootleg lower. Then again I abide by the law and we know criminals don't.

You can manufacture a lower receiver (the actual firearm under the law) as long as you keep it yourself. Once it enters commerce, there's a lot of laws
