Because HIV meds are extremely powerful anti-viral drugs. We dont actually have alot of drugs that directly combat viruses because they are hard to kill and usually not serious enough to warrent a threat to the body.
It might be that other anti-virals work but HIV meds are the strongest in common usage so it was the natural first attempt to combat it

Just to run some numbers because I think you are underestimating it still. 20% of all cases will be sever cases ( will require medical assistance), it is EXTREMELY INFECTIOUS, it's airborn, you don't develop immunity to it. My question is, do you belive that any medical system is able to respond properly to such massive outbreak? Bio weapon if developed properly will be controllable, yes. But nobody said it was Bio weapon released on purpose. This thing being a lab run away is still a possibility. Everyone is fudging their number, China being the most obvious.
