bittorrent had a peer to peer live streaming protocol that they scuttled when they failed to raise money
that p2p approach would reduce serving costs to the point that a streaming site could work

the issue with a streaming service like that is you need actual users to share, so a less popular video might be very slow while popular videos might be super fast
