Those directly killed number only in the dozens, with most of the deaths coming from the mismanaged aftermath.

I think he realizes that regardless of the competency of the PR government, he did not do enough to ensure that the aftermath was handled properly.
If there was not enough transportation or heavy machinery available, he could've sent in marines or national guard.

What I would like to see is a proper investigation of what happened and the development of better plans for distribution of aid in the future. Identify local government resources, identify what local private resources can be appropriated, make plans for getting local volunteers to help, and make plans for filling any shortfall in local distribution infrastructure with national guard (or failing that, marines). Instead we're getting political shit-flinging.
What they need is to become independent and rid themselves of the shitty American import laws that force them to only have imports from American ships
This will lower shipping costs, food costs, allow them to compete at better prices for vacations, and more easily import necessities during disasters

the problme is that the infrastructure on the island is and always has been absolute shit
One COASTAL highway runs the length of the island
Most of it is impassable mountains and jungle
Puerto needs one of two things to solve its infrastructure crisis
1- A full airwing of helicopters (200 ish)
IIRC they're effectively running on the 1970s-80s still
2- A multi billion dollar infastructure program
and they don't have cuba's excuse of a total trade lockout with the states
They're completely broke though. Can't really even afford to rebuild.
