I'm going to admit that while I understood the distinction, it still threw me that it wasn't lumped in with nazi stuff. But after thinking about it, I think I get it. German cross was military, and had a history outside ww2. Swastika ONLY refers to the Nazi regime, and is a political symbol.

According to Wikipedia (so take this as you will) the swastika was Buddhist, among others historically, and was a symbol for spirit or divinity.
Eastern Orthodox Church uses the cross with the extra lines, both Russia and Byzantines used the symbol in their churches
