They should force them to think about it in real world situations

So they look at multiple incomes and compare how the tax will affect each one

personally i would like to see tests happen. a system that makes a representative prove they have read the thing they are trying to pass as law. little 10 question test on the subject, if they fail they have to go back and reread the material until its understood

then they get to vote on it
