I’d say there is a moral component but it only goes so far. Question is where the line is drawn.
What moral component?
I'll give you an example of what I am saying. Let's say I said all blue people are morons. Is that a moral issue or just an information issue? Is it any different than me saying 2+2=5? If so, how?
Hurting someone’s feeling is not a moral issue.

So yesterday on the way to university I noticed tons of propaganda posters around the city centre
Phyiscal harm is a moral issue? Well, I could disagree with that as well, however it's a bit off topic. What does physical harm have to do with racism?
In a highly-ethnic area there were posters saying "BLACK AND WHITE, UNITE AND FIGHT" from a UK communist group
And there were anti-Brexit posters pretty much next to my university, which is an all music place, saying "Musicians and artists will struggle after Brexit"
If you are beating people up because of their race it’s a moral issue based on race.
Why?
I think the moral issue of racism comes from the fact it's innately wrong to mistreat people superficially
