@devpav In some states I think they'd want it a bit different, Texas for example.
Either a ballot initiative or an act of the state legislature.
I'll have to look into it. If there's something worth the energy, it's this and maybe term limits.

It'd be interesting to do no-primary STV.
That'd considerably reduce partisan hackery, since candidates would have to compete directly for a slice of all available votes.
Including against their own party, in theory.
There are state legislatures crazy enough to award their electoral votes to the 'national popular vote' winner.

Which is amusing because I really don't like Bernie, but I'd still support the passage of runoff because it'd snipe many even bigger issues.
States would have to enact jungle primaries like Cali in order to ensure a runoff election in November.
That's one of the issues with leaving this entirely to the state; the transition will be lopsided. But I guess nothing is ever easy.

You want to set out a set of options, and have people prioritize them, and then collate it as an instant-runoff straw poll?
I think what you're talking about is called rank-choice voting.
