Some Californians are ahead of the country by a decade, it's just they don't realize that they are so because the _actual_ progress moved faster than the state could suppress it.

not sure why voter id is such a huge fighting point in the US
canada and provincial elections require either the voter card + id (medical/drivers license/passport) or bill with name + id
