It should be neither punishment nor rehabilitation, but separation. Prison is to keep society safe from criminals. It's not for the criminal's benefit, it's for society's.
Punish people for doing wrong, encourage people for doing right. Set them on right path.

@Timcast A lot of people are very broken. This is a lot to ask others to pay for, it would be very expensive if not impossible to solve the worlds problems like this.
If you don't punish a murderer or rapist... they just blow it off. Like it doesn't matter if they go to prison, they are being taught and they can ignore it.
