In history the city units were always capable. Not as capable as the rural units, but plenty effective when they had to be.
WE are encouraged to server our nation.
Picking up a gun and shooting is easier than maintaining said gun.
We are overwhelmingly surrounded by military reruiters.

Even if the rural units are 50% more accurate, there's alot more than just shooting things.
And if you have 3-2 numbers, that advantage vanishes immediately.
It's not like every shot have to be pin point accurate, saturation of bullets will make the difference
