Asian = Slightly Warmer Climate
Mexican = Warm Climates

I basically came to that conclusion based off observation by looking at the map.

I think'd be more about UV radiation than anything else. If heat were the issue, then darker skin would be in warmer areas

i'd say it depends on how extreme, among other factors

there is also the necessity for some form of natural selection

if desirable traits are not sorted through long processes then no cohesive move towards a new race can occur
