The new races would automatically get citizenship to United States.
As long as they are born within United States.
I can't say much about other nations.
Most of the developing nations might develop their own versions of races.

Making sure they can breed with humans makes it easier to co-exist.

so it wouldnt be much a problem

If we create new races, we should offer people the chance to select new traits as well.
Humans should be able to augmentation themselves in return too.
