Admittedly the costumes are low effort. Carlos is a haircut. Also skirts are much differently clothing to model. Also theres a lot of Jill buttshots.
The classic claire costume suffers from it too in RE2 she has a vest instead of a t shirt
But yeah. Carlos is still the dandy he is in the remake and the game is more action focused as the original RE3 was more action focused

they put a lot more effort into making jill's original costume LOOK like it was the original, so there's really no reason to change the skirt other than their "muh realism" talking point
