Fines are not displays of power. A company can also fine people.
If you have a contract, you can fine someone.
The state exists purely to advance the nations interests. New Zealand and Australia are the same nation, why should there be two separate independent governments, that could possibly fight each other, doing that job?

No EU member state can be held at gunpoint by the EU. Unlike the states in the US, to which the president can absolutely send military if he sees fit and has the senate behind him afaik.

But that misses the main point. The EU has no actual power, it can only negotiate. If a negotiation fails, the EU can do nothing.
What really fails the EU countries is - guess what - the leadership of those individual countries. Not the EU.
