Uhm legally the sanctions actually covers the EU and all other countries. The US sanctions simply denies trade in US currency with Iran. Majority of international deals are made in usd. France got screwed, french oil company Total planned a 4 billion usd investment in oil fields, a french car compnay build a 1 billion usd assembly plant that is now dormant my source is FT
