We already have nuclear powered military ships

Then those ships will be treated like military equipment.

Just get a more modern reactor and shove it into cargo and cruise ships

Nuclear power technology has reached a level of development where I believe it could be used commercialy in things like cargo ships and cruise ships, but the fear of nuclear power holds it back a lot.

Traditional atomic weapons are nearing obsolescence anyway. The new kid on the block is neutron and gamma lasers.

Much better for dealing with hardened targets and minimising collateral damage.

You can also change the focus to bombard an entire city with ionising radiation, leaving infrastructure intact but killing all organics.
