They can actually start hiring new people if they quit
They can't hire new people if they have slots taken up by people on strike

lots of people lost their life in unsafe working conditions in coal mines

Then again so did the management of the coal mining companies. If they had sorted the negotiations quicker, things might've been different.
But it's 20/20 hindsight there since oil would take over coal eventually
