While generally i would say the main populous has good intentions the number of people who are willing to do terrible things, even with their own children on the line, is not a small number

While most people wont send their child off to do truely grusome acts there is probably a decent number of people willing to use their child for financial gain

Children need direction in their early years, their mind is open to the programming of their guardians, the appropriate thin would be to rais them to be like the general populous until they are acclimated enough to make said decisions
