tbqh 18 is not a particularly good marker for maturity
that all goes back to school leaving age and military conscription
current neuroscience and psychology kind of points in the direction that mid twenties is when an individual is likely to make mature and reasoned decisions.
also the more open/libertine a society is, the more young idiots can screw themselves up.

there is a futility on apply rules and restrictions on an age demographic that is predisosed to rebelling and disregarding authority.

well if you're in the USA, the 26th (?) ammendment pretty much locks the age of majority at 18
there is a complication from all the computer tech we've applied in the workforce
it's made the entry level jobs of old redundant
so the younger generations will need more and more specialised training, and on going training
or even retraining depending on the sector
