"equal enforcement of law" is the point of utilitarianism. the majority/minority split is created because the laws themselves are meant to help as many as possible, and the minority is the group that is hurt by it. that's the definition of equal. we have laws because some people don't follow them, otherwise we wouldn't need them in the first plae
