They are the entities which we grant the exclusive use of force in order to compel the actions of the citizens. One of those actions is to pay taxes.

@Paradox It is a system designed to hide from the citizen the true amount of the tax. It is removed from their check before they ever see it. Ross Perot suggested he could destroy the entire system if the citizen was required to enter a bank, recieve their full salary then walk from window to window paying the various gov't agencies who deduct taxes from the check. Merely seeing how much the gov't takes each week would be enough to cause violent outrage. I think he was correct.
