Basically, when a image is sent into your system, it goes through an algorithm which outputs the hash. Afterwhich, the hash is compared with hashes in the master-list and deleted if neccesary

If you can change the hash by slightly altering the image, and you're only blocking an image based on a certain hash, then changing the fucking image to change the known hash is hiding it from the hash master list

with a standart hash even changing one pixel and in a way that wouldnt be notable even if you zoom in to the point of that pixel filling your whole screen would change the hash.
