there's a lot of factors when dealing with coastal navigation during night, and a lot of civillian shipping captains like to push schedules hard

could be a whole bunch of stuff causing this, adverse local weather conditiions/visibility/schedule pressures/technical faults on both sides
warships are super thin and cargo ships are thicc bois
i could understand if they hit a small vessel, like the tug that was there. but hitting a tanker is like hitting a mountain and not even seeiing it before the fact.

and yes but a lot of warships have to shut down large swathes of their radar suite in order to transit local sealanes
