They were trying to stop it, but UN said oh no, no ,no, we got this. Belgium was the first and largest number of troops (I mean, they made the ID card system that led to them using that to find Tutsi and kill them, and by the way Tutsis are the exact same people as the Hutus). Mass rape followed the murder of the president in 1994, along with mass murder, mostly using machetes. The UN force had to sit there and watch because they were sent on a mission of classical peacekeeping, and if they used force they would face severe repercussions.
